Mineral mining and quarrying competencies

RIIRIS301E Apply risk management processes (previously RIIRIS301D, RIIRIS301B, RIIRIS301A QMS1, MNMG325A or MNQGEN300A or MNCG1001A)

This applies to SSEs on mines employing more than 10 persons.

1/01/2003

• 5 years experience in one or more activities that are operations as defined by Mining and Quarrying Safety and Health Act 1999 of which at least 2 years have been in a supervisory role

and

• RII50120 Diploma of Surface Operations Management or an AQF5 or greater qualification relevant to one or more activities that are operations as defined by Mining and Quarrying Safety and Health Act 1999

and

• RIIRIS501E Implement and maintain management systems to control risk (previously RIIRIS501D), or an equivalent or superior qualification

and

• BSBWHS521 Ensure a safe workplace for a work area (previously BSBWHS501), or an equivalent or superior qualification.

If blasting is to take place:

• a recognised shot-firers licence;

or

• the 3 competency units—RIIBLA301E Conduct surface shot firing operations (previously RIIBLA301D), RIIBLA205E Store handle and transport explosives (previously RIIBLA205D), and RIIBLA305E Conduct secondary blasting (previously RIIBLA305D);

or

• a recognised Safe Drilling and Blasting course.

• 5 years experience in one or more activities that are operations as defined by Mining and Quarrying Safety and Health Act 1999 of which at least 2 years have been in a supervisory role

and

• RII40120 Certificate IV in Surface Extraction Operations or an AQF4 or greater qualification relevant to one or more activities that are operations as defined by Mining and Quarrying Safety and Health Act 1999.

and

• RIIRIS501E Implement and maintain management systems to control risk (previously RIIRIS501D), or an equivalent or superior qualification;

and

• BSBWHS521 Ensure a safe workplace for a work area (previously BSBWHS501), or an equivalent or superior qualification.

(Note: RIIRIS501E and BSBWHS521 may be utilised as electives in the packaging rules of RII40120)

If blasting is to take place:

• a recognised shot-firers licence;

or

• the 3 competency units—RIIBLA301E Conduct surface shot firing operations (previously RIIBLA301D), RIIBLA205E Store handle and transport explosives (previously RIIBLA205D), and RIIBLA305E Conduct secondary blasting (previously RIIBLA305D);

or

• a recognised Safe Drilling and Blasting course.

• 2 years experience in one or more activities that are operations as defined by Mining and Quarrying Safety and Health Act 1999 over the previous 5 years (or as determined by an Inspector of Mines given the nature and complexity of the operation);

and

• completion of the training courses
  • Introduction to Safety Management Systems; and
  • Effective Risk Management; and
  • Incident Investigation; and
  • Electrical Awareness

If blasting is to take place:

• a recognised shot-firers licence;

or

• the 3 competency units—RIIBLA301E Conduct surface shot firing operations (previously RIIBLA301D), RIIBLA205E Store handle and transport explosives (previously RIIBLA205D), and RIIBLA305E Conduct secondary blasting (previously RIIBLA305D);

or

• a recognised Safe Drilling and Blasting course.

• 5 years experience in one or more activities that are operations as defined by the Mining and Quarrying Safety and Health Act 1999 of which at least 2 years have been in a supervisory role

• an AQF5 or greater qualification relevant to one or more activities that are operations as defined by the Mining and Quarrying Safety and Health Act 1999

• RIIRIS501E Implement and maintain management systems to control risk (previously RIIRIS501D), or an equivalent or superior qualification

and

• BSBWHS521 Ensure a safe workplace for a work area (previously BSBWHS501), or an equivalent or superior qualification.

and

• RIIRIS501E Implement and maintain management systems to control risk (previously RIIRIS501D), or an equivalent or superior qualification;

and

• BSBWHS521 Ensure a safe workplace for a work area (previously BSBWHS501), or an equivalent or superior qualification.

If blasting is to take place:

• a recognised shot-firers licence;

or

• one of the following 3 competency units:
  • RIIBLA301E Conduct surface shot firing operations (previously RIIBLA301D); or
  • RIIBLA303E Conduct underground development shot firing operations; or
  • RIIBLA304E Conduct underground production shot firing operations;

  and

  • RIIBLA205E Store handle and transport explosives (previously RIIBLA205D), and RIIBLA305E Conduct secondary blasting (previously RIIBLA305D);

or

• a recognised Safe Drilling and Blasting course.

Transitional provision:
An SSE holding an SSE Notice before 31/10/2023 must obtain all the required competencies by 30/4/2026, except for the 5 years operational experience and 2 years supervisory experience.

• 2 years experience in one or more activities that are operations as defined by the Mining and Quarrying Safety and Health Act 1999 over the previous 5 years

and

• Completion of the following training courses
  • Introduction to safety management systems; and
  • Effective Risk Management; and
  • Incident investigation; and
  • Electrical awareness.

and

• BSBWHS521 Ensure a safe workplace for a work area (previously BSBWHS501), or an equivalent or superior qualification.

If blasting is to take place:

• a recognised shot-firers licence;

or

• one of the following 3 competency units:
  • RIIBLA301E Conduct surface shot firing operations (previously RIIBLA301D); or
  • RIIBLA303E Conduct underground development shot firing operations; or
  • RIIBLA304E Conduct underground production shot firing operations;

  and

  • RIIBLA205E Store handle and transport explosives (previously RIIBLA205D), and RIIBLA305E Conduct secondary blasting (previously RIIBLA305D);

or

• a recognised Safe Drilling and Blasting course.

• supervisors on mines employing more than 10 persons and where the position is identified in the management structure as one whose duties includes allocation of tasks to others, and
• other supervisors where directed by an inspector of mines.

These competencies to be obtained within three months of appointment.

• Mine Surveyor Certificate granted under the Mines Regulation Act 1964;

or

• RIISDM501D Conduct mine surveying operations (previously RIISDM501A, MNMG100A or MNCG1000A), and 2 years mine surveying experience;

or

• a person registered as a surveyor or surveying associate under the Surveyors Act 2003, Queensland;

or

• a person registered as a Mining Surveyor by the Board of Surveying and Spatial Information (BOSSI) of NSW;

or

• a person granted an Authorised Mine Surveyors Certificate under the Mines Safety and Inspection Regulations 1995 Western Australia (either grade 1 or grade 2).

• Mine Surveyor Certificate (All Mines) granted under the Mines Regulation Act 1964;

or

• RIISDM501D Conduct mine surveying operations (previously RIISDM501A, MNMG1000A or MNCG1000A), and 3 years underground mine surveying experience that includes experience of 1 year in Australia;

or

• a person registered as a surveyor with a mining endorsement under the Surveyors Act 2003, Queensland;

or

• a person registered as a Mining Surveyor by the Board of Surveying and Spatial Information (BOSSI) of NSW;

or

• a person granted an Authorised Mine Surveyors Certificate under the Mines Safety and Inspection Regulations 1995 Western Australia - grade 1 for underground mines and quarries.

1. BSBWHS419 (previously BSBWHS409) delivered by SIMTARS or competency based training equivalent to BSBWHS419 delivered by Coal Services NSW;

and

2. Competency based training delivered by SIMTARS or Coal Services NSW that addresses each of the following:
   1. sampling to AS 2985—2009 Australian standard: workplace atmospheres—method for sampling and gravimetric determination of respirable dust
   2. appropriate data to be collected during sampling, including observations
   3. use and applications of real-time monitors
   4. use and application of an anemometer
   5. dust observation methods and best practices for underground mines
   6. dust observation methods and best practices for surface mines

RIIUND603D Manage, operate and maintain the mine ventilation system, and RIIUND601E Establish and maintain the ventilation management system (previously RIIUND601D);

and

The successful completion of an assessment examination administered by SIMTARS;

or

The University of New South Wales Graduate Diploma of Mine Ventilation;

or

Qualifications obtained and recognised under an alternative jurisdiction and accepted by the Chief Inspector (Mineral Mines and Quarries).
