Competencies recognised by the Mining Safety and Health Advisory Committee

Note: The competencies determined for the respective positions and operative date for the acquisition of such competencies may be amended by the advisory committee from time-to-time if amendments are deemed necessary.

    This applies to SSEs on mines employing more than 10 persons.

    Act – section 49 (1)

    1/01/2003

    1b Site senior executive of a surface mine or quarry employing more than 20 persons  
    • 5 years experience in one or more activities that are operations as defined by Mining and Quarrying Safety and Health Act 1999 of which at least 2 years have been in a supervisory role

    and

    • RII50120 Diploma of Surface Operations Management or an AQF5 or greater qualification relevant to one or more activities that are operations as defined by Mining and Quarrying Safety and Health Act 1999

    and

    • RIIRIS501E Implement and maintain management systems to control risk (previously RIIRIS501D), or an equivalent or superior qualification

    and

    • BSBWHS521 Ensure a safe workplace for a work area (previously BSBWHS501), or an equivalent or superior qualification.

    If blasting is to take place:

    • a recognised shot-firers licence;

    or

    • the 3 competency units—RIIBLA301E Conduct surface shot firing operations (previously RIIBLA301D), RIIBLA205E Store handle and transport explosives (previously RIIBLA205D), and RIIBLA305E Conduct secondary blasting (previously RIIBLA305D);

    or

    • a recognised Safe Drilling and Blasting course.
    Act – section 49 (1)1/07/2020
    Site senior executive of a surface mine or quarry employing between 6 and 20 persons  
    • 5 years experience in one or more activities that are operations as defined by Mining and Quarrying Safety and Health Act 1999 of which at least 2 years have been in a supervisory role

    and

    • RII40120 Certificate IV in Surface Extraction Operations or an AQF4 or greater qualification relevant to one or more activities that are operations as defined by Mining and Quarrying Safety and Health Act 1999.

    and

    • RIIRIS501E Implement and maintain management systems to control risk (previously RIIRIS501D), or an equivalent or superior qualification;

    and

    • BSBWHS521 Ensure a safe workplace for a work area (previously BSBWHS501), or an equivalent or superior qualification.

    (Note: RIIRIS501E and BSBWHS521 may be utilised as electives in the packaging rules of RII40120)

    If blasting is to take place:

    • a recognised shot-firers licence;

    or

    • the 3 competency units—RIIBLA301E Conduct surface shot firing operations (previously RIIBLA301D), RIIBLA205E Store handle and transport explosives (previously RIIBLA205D), and RIIBLA305E Conduct secondary blasting (previously RIIBLA305D);

    or

    • a recognised Safe Drilling and Blasting course.
    Act – section 49 (1)1/07/2020
    Site senior executive of a surface mine or quarry, other than an opal or gem mine, employing 5 or fewer persons  
    • 2 years experience in one or more activities that are operations as defined by Mining and Quarrying Safety and Health Act 1999 over the previous 5 years (or as determined by an Inspector of Mines given the nature and complexity of the operation);

    and

    • completion of the training courses
      • Introduction to Safety Management Systems; and
      • Effective Risk Management; and
      • Incident Investigation; and
      • Electrical Awareness

    If blasting is to take place:

    • a recognised shot-firers licence;

    or

    • the 3 competency units—RIIBLA301E Conduct surface shot firing operations (previously RIIBLA301D), RIIBLA205E Store handle and transport explosives (previously RIIBLA205D), and RIIBLA305E Conduct secondary blasting (previously RIIBLA305D);

    or

    • a recognised Safe Drilling and Blasting course.
    Act – section 49 (1)1/07/2020
    Site senior executive of an underground mine employing more than 10 people  
    • 5 years experience in one or more activities that are operations as defined by the Mining and Quarrying Safety and Health Act 1999 of which at least 2 years have been in a supervisory role

    and

    • an AQF5 or greater qualification relevant to one or more activities that are operations as defined by the Mining and Quarrying Safety and Health Act 1999

    and

    • RIIRIS501E Implement and maintain management systems to control risk (previously RIIRIS501D), or an equivalent or superior qualification

    and

    • BSBWHS521 Ensure a safe workplace for a work area (previously BSBWHS501), or an equivalent or superior qualification.

    and

    • RIIRIS501E Implement and maintain management systems to control risk (previously RIIRIS501D), or an equivalent or superior qualification;

    and

    • BSBWHS521 Ensure a safe workplace for a work area (previously BSBWHS501), or an equivalent or superior qualification.

    If blasting is to take place:

    • a recognised shot-firers licence;

    or

    • one of the following 3 competency units:
      • RIIBLA301E Conduct surface shot firing operations (previously RIIBLA301D); or
      • RIIBLA303E Conduct underground development shot firing operations; or
      • RIIBLA304E Conduct underground production shot firing operations;

      and

      • RIIBLA205E Store handle and transport explosives (previously RIIBLA205D), and RIIBLA305E Conduct secondary blasting (previously RIIBLA305D);

    or

    • a recognised Safe Drilling and Blasting course.

    31/10/2023

    Transitional provision:
    An SSE holding an SSE Notice before 31/10/2023 must obtain all the required competencies by 30/4/2026, except for the 5 years operational experience and 2 years supervisory experience.

    Site senior executive of an underground mine, other than an opal or gem mine, that employs 10 or fewer people  
    • 2 years experience in one or more activities that are operations as defined by the Mining and Quarrying Safety and Health Act 1999 over the previous 5 years

    and

    • Completion of the following training courses
      • Introduction to safety management systems; and
      • Effective Risk Management; and
      • Incident investigation; and
      • Electrical awareness.

    and

    • BSBWHS521 Ensure a safe workplace for a work area (previously BSBWHS501), or an equivalent or superior qualification.

    If blasting is to take place:

    • a recognised shot-firers licence;

    or

    • one of the following 3 competency units:
      • RIIBLA301E Conduct surface shot firing operations (previously RIIBLA301D); or

    • supervisors on mines employing more than 10 persons and where the position is identified in the management structure as one whose duties includes allocation of tasks to others, and
    • other supervisors where directed by an inspector of mines.

    *1 Equivalent means: A competency mapped to the above and found to be equivalent, such as MMME 7033, MINE 7033, MINE7033 “Global Minerals Industry Risk Management”, or “Global Minerals Industry Risk Management - GMIRM” from the Mining Industry Safety and Health Centre of the University of Queensland.

    Electrical Safety Act 2002 review
    The competency requirements recognised by the Mining Safety and Health Advisory Committee for persons undertaking electrical activity or electrical work remain effective during the review of the Electrical Safety Act 2002.  This statement should be read in conjunction with the Electrical Vehicle Guidance published by the Office of Industrial Relations.

    • a person granted an Authorised Mine Surveyors Certificate under the Mines Safety and Inspection Regulations 1995 Western Australia (either grade 1 or grade 2).

    A person certifying the accuracy of survey plans for a surface mine where there are 10 or fewer workers (unless directed otherwise by an inspector).  
    A person appointed by the site senior executive and who is sufficiently competent in surveying to ensure the plans comply with the requirements of section 58 of the Act.   01/10/2008

    • Mine Surveyor Certificate (All Mines) granted under the Mines Regulation Act 1964;

    • RIISDM501D Conduct mine surveying operations (previously RIISDM501A, MNMG1000A or MNCG1000A), and 3 years underground mine surveying experience that includes experience of 1 year in Australia;

    or

    • a person registered as a surveyor with a mining endorsement under the Surveyors Act 2003, Queensland;

    or

    • a person registered as a Mining Surveyor by the Board of Surveying and Spatial Information (BOSSI) of NSW;

    or

    • a person granted an Authorised Mine Surveyors Certificate under the Mines Safety and Inspection Regulations 1995 Western Australia - grade 1 for underground mines and quarries.
    Act – section 58 (5)(b) 01/07/2008
    A person certifying the accuracy of survey plans for an underground mine where there are 10 or fewer workers (unless directed otherwise by an inspector).  
    A person appointed by the site senior executive and who is sufficiently competent in surveying to ensure the plans comply with the requirements of section 58 of the Act. Act – section 58 (5)(b) 01/10/2008

    Electrical Safety Act 2002 review

    or

    Qualifications obtained and recognised under an alternative jurisdiction and accepted by the Chief Inspector (Mineral Mines and Quarries).
